Since 1962, the World Park Congress, holding every 10 years, is the most important international global forum to review the global preservation areas, clarify related
issues and strategies, and set up agenda and programs of global preservation areas. 5th WPC was held at Durban, South Africa, on September 2003. It is when the tangible “Action Plan” was announced to provide the guide line for global, regional, national, local and IUCN regarding their plans and actions before 2013. It was summarized as the following 10 Education expectations and 15 key goals:
- Expectation 1:
Realizing the key role of preservation areas on biodiversity.
- Expectation 2:
Achieving the founding role of preservation areas on sustainability.
- Expectation 3:
Establishing a global preservation system connecting with surrounding landscape and seascape.
- Expectation 4:
Improving the quality, efficiency and report of management and operations at preservation areas.
- Expectation 5:
Acknowledging and ensuring the Aborigine, Nomadic and local communities’ related rights regarding natural resources and biodiversity conservation.
- Expectation 6:
Developing the young generation’s empowerment.
- Expectation 7:
Having other supporters contributing apparent and enlarged support toward preservation areas.
Expectation 8:
Finishing the improvement of management.

Increasing hugely the budget resources for preservation areas.
Expectation 10:
Conducting better communication and education of the
role and efficacy of preservation areas.
On the 5th WPC, an urgent calling for global protective action on preservation areas had been made. Under the expected results listed above, each has its own key goal. For example, the Expectation 5 has 3 key goals to achieve: ( i )All management and establishment of current or future preservation areas have to be matched with the Aborigine, Nomadic and local communities’ rights and interests; ( ii )All preservation areas have to be managed by certain proportions of Aborigine and local communities; ( iii ) Fulfill the said participation in order to return or compensate the lands used as preservation areas without agreement or free will by local residents.
The main goal of founding preservation areas is aim to the sustainability and conservation of natural and humanity resources. As to the current ecotourism, other than encouraging local participation and feedback interests, the proper management and operation, as well as the sustainable expectation of combining conservation and tourism, it relies on the establishment of review and management system for preservation areas.
If Taiwan wishes to connect with its international peers, the priority is to conduct surveys and adjustments on domestic preservation areas based on international classification standard. For emulation of the better, what it will be the expectation and key goals of Taiwan national parks by 2013?
